This is a new version of TypeScript, which brings a number of new things that I haven't reviewed yet.
Before merging this we need to wait for our other dependencies to support it (i.e. typedoc) and make sure the new version doesn't break any complilation.

With typedoc and related dependencies merged, the tests are now passing for this new TS version.
I'll do some manual testing and inspection of the build in the next days and if nothing is out of place we'll merge this.
