[chore] Standardize on a single testcases.json file for collector test case generation

Currently the collector uses two testcase.json files to generate test cases. PR Build uses testcase.json in the collector repo, and the CI uses testcases.json in the batch test generator folder from aws-otel-test-framework. We should standardize on a single file.
