Host images for linux/arm64, windows/amd64 & windows/arm64 on public.ecr.aws

Is your feature request related to a problem? We would like to use an eks cluster with graviton instances only, but the ack controllers are not available on public.ecr.aws for linux/arm64. Only linux/amd64 exists.

Describe the solution you'd like Build images for other os/architectures.

Describe alternatives you've considered Building our own images.
