Adding rds-controller a support for automated backups cross-region replication management

I would like to have a way to manage cross-region replication for RDS automated backups in the rds-controller

If there is already a way to do so, I suggest updating the rds-controller documentation because I didn't find it.

I'm trying to understand, are you asking for creating cross region replica, or creating cross region replica from a backup in source region ? or it's something else

@brucegucode When creating an RDS using the rds-controller, there's an option to configure an automated backup, for this backup, I want to enable a cross-region replica.
