Automate `aws-sdk-go` upgrades for ACK

There should be an automation which updates aws-sdk-go in ACK core libraries, runs tests and creates pull requests

Design decisions will include a) How to trigger the aws-sdk-go update in ACK core libraries? Periodic or Event driven? b) Presubmit tests that validate whether aws-sdk-go update will break existing functionality in service controllers? c) How to automatically create PRs for aws-sdk-go update in service controllers
