[AWS::ElastiCache::SubnetGroup] - [Enhancement] - Implement `GetAtt` for the `Resource Name`

Name of the resource

AWS::ElastiCache::SubnetGroup

Description

Currently AWS::ElastiCache::SubnetGroup only supports Ref to get the Resource Name. Implementing this would be great.
