[AWS::Config::DeliveryChannel] - [Enhancement] - Implement `GetAtt` for the `Delivery Channel Name`

AWS::Config::DeliveryChannel

Description

Currently AWS::Config::DeliveryChannel only supports Ref to get the Delivery Channel Name. Implementing this would be great.
