[AWS::CertificateManager::Certificate] - [Enhancement] - Implement `GetAtt` for the `ARN`

AWS::CertificateManager::Certificate

Description

Currently AWS::CertificateManager::Certificate only supports Ref to get the ARN. Implementing this would be great.
