DataStore Hub Events missing `nonApplicableDataReceived` event documentation

Describe the content issue: There's a nonApplicableDataReceived event for DataStore that's used for model sync failure notifications and additional error handling.

Expected: nonApplicableDataReceived is documented Actual: it's not right now.

This exists and is not documented on JS. Need to iOS/Android teams to confirm platform parity.
