relaunch build when pull request is reopened

Hi, first of all thank you for this library.

** Please describe which feature you have a question about? ** automatic building of pull requests on github

** Provide additional details** When you decide to automatically build pull requests with github the fact of closing the pull request closes the build, but the build doesn't reappear when the pull request is reopened, sadly it seems that misclicks on the close pull request button happen on our code base.

Hi @belgac, thank for reaching out! Currently reopening a closed PR will not start a new build. A workaround would be to duplicate the PR you wanted to re-open. I'll note this as a feature request for now. Thanks!

I believe we have seen this issue when a pull request based off of a feature branch (vs main branch) was rebased against master (after the feature branch was merged, github automatically rebased it). It did not generate a build/deploy for the secondary pull request. (Actually, I'm not sure why a preview build/deploy wasn't created in the first place for that feature-branch-derivative pull request...)
