Add rearrange to Rewrites and Redirects

Describe the feature

Add ability to rearrange redirect rule order.

Use case

Rewrite rules are applied top to bottom. To add a new rule that needs to be applied first; currently you are required to delete all existing rules, add the new rule, then re-add other rules.

It would be beneficial to be able to drag-sort rules to adjust order.

Hi @ricruss 👋 , thanks for raising this! We are working on a project to bring this feature to the new console experience. In the interim, you can use the Text editor to bulk edit or rearrange the rules:
