Adjust States/Regions for the UK London Area

This was brought up by a customer in support so I am logging it here for discussion.

For the billing address details on checkout, when you select the United Kingdom for the Country under the "State / Province" drop down all the individual Greater London boroughs show as individual areas rather than just a single "London" or "Greater London" option. This is not very intuitive for most customers as typically London is treated as a single area.
