Allow discounts to be tied to variable price options.

We currently can't add discounts for just a single variable option. Probably dependent on https://github.com/easydigitaldownloads/Easy-Digital-Downloads/issues/3175. Requested here and I think a few other times in the past.

We're going to have to set some limitations. The multi selector doesn't have a great way to achieve this and the performance of looking up all products and their price IDs is a concern.

It may just be that discounts can o my apply to a single price is of a product. But that seems really limited as a feature.

Can we do it like we do on the payment details screen? Look up just the products, then if a variable one is selected, show the options in another dropdown?

Not in the current method because it's a multi select. Not a single select.

This feature is absolutely required in my opinion!

I want to give out discounts to push high price variants but this is simply not possible right now.

@flowdee we're not debating if we should or shouldn't do it, just trying to figure out the best way to do it from a UX perspective.
