Can't drag and drop tags when Tiptap included in tabs relation manager

Problem description

Like discussed in #awcodes-tiptap-editor channel Discord.

If you click on action button (to open a modal) in header of a Relation manager, tags can't be dragged... If you close Merge tags button, on the right and then open Merge tags you can drag one tag, until you close again Merge tags menu...

Expected behavior

Tags can be draggable
