I'd be fine deprecating it. One of the irritations with removing it is that it lingers in some protocols we may have to interop with (WEP, WPA default, pdf encryption)....

In general it's just a good idea to keep track of your sensitive material and prevent it from leaking into uninitialized memory (e.g. someone else's fresh stack, or persistent swap)....

This definitely seems like a bug to me. Possibly from Uri.Query.compare's behaviour with how it tracks `Raw` values.
