[patch #7024] Create pin description files

This patch is based on content in xml directory.

This follows up on bug #25300

It will create files similar to the io files only ending with _pin

result is include in pin.tar.bz2

This could be part of either the avr-libc or avr-corelib project.

It as not received a high level of testing yet.
