This fixes a few issues with the SPEC file, and brings it closer to the downstream (Fedora and EPEL) versions.

I'm converting this to draft for now... The reason being that the EL8 packages used to be distributed under EPEL8, which contain requirements such as python3-resultsdb_api.

With the change from CentOS to CentOS Stream, Packit is now building the EL8 packages under a plain CentOS Stream 8 environment (without EPEL), so the expectations need to be adjusted.
