wip: implememt toplevel analysis with `ToplevelAnalyzer<:AbstractAnalyzer`

This is necessary for porting JET into the Julia base. When ported into the Julia base, those dependencies required for JET's top-level analysis should be dropped and the top-level analysis should be implemented by external package.
