Update for 0.18

I have removed a mention of this project from the elm-test README since it has not been updated. I'd love to add it back once it gets updated.

I haven't used this project personally, so if there hasn't been any demand for an update, then I can understand why it hasn't happened.

There is a big challenge for the upgrade, which is that the Http module has changed significantly, and some of the new API will be difficult to reimplement for. I've started a branch for this and will publish as soon as possible https://github.com/avh4/elm-testable/tree/elm-0.18

0.18 support is in the native-rewrite branch, which is working, but needs a few more features ported over before I can release it (which I will be focusing on in the next couple weeks after I get the next elm-format release finished).
