Support escaping strings with '' instead of ""

Currently this is hard-coded: https://github.com/avakar/pytoml/blob/cd54e915672dc2c3039b874c70d402abc4ec5f00/pytoml/writer.py#L47

Would be nice to pass an option to use the '' format for projects where this is the standard
