enable non sov subnet

currently all CLI commands relate to non sov subnets. so, until that is deprecated, a flag should be able to blockchain create like not-sov, so the old flows get executed. a boolean should be added to the sidecard so all commands will be aware of that. it was agreded that just a flag is needed, not an ux prompt.
