Enable the dynamic creation of Queues and Topics

This feature was requested by a customer using Liquid. They actually already made a implementation for it (#118), which they are currently leveraging in a local fork.

The suggestion is to maintain the behavior but sit it behind a flag, opt-in, which is more conservative than simply creating those resources if they are not available.

This is, right now, Azure specific.
