Update the package name and cmd for usbredirserver

Since upstream v0.13.0 useredir updates the name and cmd for usbredirserver:

- Update to 0.13.0
  Release 0.13.0 drops usbredirserver binary so we now have renamed
  usbredir-server pacakge to usbredir-tools which is more befitting what it
  contains

The new package name: usbredir-tools The new cmd to export a usb device: usbredirect --device <vendor>:<product> --as <listen_addr>:<port> E.g. To export the usb device 06cb:00fc for all IP ranges on port 10086

usbredirect --device 06cb:00fc --as 0.0.0.0:10086

It need to update that for RHEL10. RHEL9 or Centos9 are not affected:
