First pass at a MAVLink/Pixhawk part

This supports basic Pixhawk functionality for RC in and PWM out. GPS and IMU and battery monitoring and wheel encoders are still to come

@DocGarbanzo That's a weird error. I ran "git config core.filemode false" as suggested but it's still showing the empty files. Does it matter?

Yeah we need to get this file problem resolved. Are you committing / pushing from a windows file system or linux?

From a Windows file system. Using VS Code and Github Desktop.

Maybe I'll just start over with a new fork.
