"Attach to Bug XXXXXX" link disappears on PR page

As of a few days ago the "Attach to Bug XXXXXX" has disappeared. In fact, it appears for half a second when I refresh the page but then it disappears.

pmac reports that " oh. I do see that. when I first go the PR it does that, but then if I switch to the "files changed" tab and refresh it works properly"

also going directly to the url for the "files changed" view seems to work.
