seems like what you're asking for would be the domain of 4 automl classifiers.
one to read wikipedia and find the references to a codebase, and label the ontologies of potential sample code one to read object code from a compiler, one to read source code and label the previous one, and one to backend a continuous disintegration service and label consumed client code and predict synthesized equivalents
