Bulk Upload Submissions

It may be useful to provide a way through the UI / other means to upload many submissions in bulk, similar to bulk grade import. This also may be useful for Autolab Stability Testing

As of now, when we grade the programming exam on Autolab, all the TAs download the submissions from one assessment (final) and manually upload them one by one into another assessment (final grading). It would be great if there is a way of moving submissions from one assessment to another assessment on Autolab so that we do not need to do this manually.
