[Manage Submissions] Buttons functionality

Main Table should be implemented before this task (Depends on: #1848)

All buttons in Manage Submissions should be functional
Links to view file, regrade, and delete should be working in each row
Selection buttons should highlight/change color to red when students are selected
Functionality for regrading, deleting, downloading, and excusing students
For excusing selected students: If all selected students are excused, button should say "Unexcuse Selected" but if there are a mix of unexcused and excused students selected, the button will just remain "Excuse Selected"
