Mega Man Damage Shuffler: Shuffle triggered in Mega Man Xtreme 1 and 2 upon entering Options menu from title screen

Describe the bug In Mega Man Xtreme 1 and 2, entering the Options menu from the title screen triggers a game change, even though the game has not started.

To Reproduce Steps to reproduce the behavior:

1. Start Mega Man Xtreme 1 or 2, then at the title screen, enter the Options menu.
2. A game change is wrongly triggered.

Environment (please complete the following information):

• OS: Windows 11
• Bizhawk Version: 2.9.1
