Stop Loss enhancement

A nice feature enhancement to the stop-loss would be: after_stop-loss_trigger_wait: 60.0

When a stop-loss is triggered, the bot would wait 60 seconds, before creating a new order. This little feature would greatly help reduce the amount of stop-loss triggers throughout the day. Especially during massive sell-offs, when you just don't know when the sell-off is going to end.
