Add different languages for the website (German, French, Turkish)

I have the problem that I would like to send the website to my friends, but they are from Germany, and so they don't understand what's on this website and how to install Matrix.

well it's certainly open to translation

policy:

• don't translate the server list; my copy has to be canonical (also turn off the action)
• but you should recommend some servers in the guide, relevant to your cultural context
• in fact you can put anything that helps matrix grow and is relevant to your cultural context (as long as i know what your changes are)
• you're not obliged to use the theme
