Won't compile

I'm getting an error on compile.

configure: error: Package requirements (gimp-2.0 >= 2.3.0 gimpui-2.0 >= 2.3.0) were not met:

I'm on Linux Mint 18 with Gimp 2.8.6 and 2.9.9 dev installed.
