Enable testing on santis for gh200

We were only building for arm64 but not runnning anything. This enables 2 pipelines on santis.

The cuda stdexec pipeline testing needs cuda@12, which doesn't work on daint (unsufficient drivers). - Enable testing for the ci/cuda/gcc12_release_stdexec.yml pipeline on alps.
