Closes #1483. I'll test Darwinia again once the 6620 runtime upgrade is completed. Do not merge for now. The algorithm is based on the code found at https://github.com/paritytech/polkadot-sdk/blob/master/substrate/frame/balances/src/lib.rs#L1028-L1043.

We need a Polkadot Apps tutorial (a B plan). When the Darwinia Apps is down, we can guide the users to Polkadot Apps. Instead, let them wait hours and hours....
