More granular whitelist/blacklist matching for applications blur

Possibly related to #329. It would be great to also be able to create filters based on window titles, besides just window classnames. I'm trying to distinguish between a regular "LibreWolf" browser window and a LibreWolf "Picture-in-Picture" window, for example. Both these windows return "LibreWolf" when selected by classname, whereas their window titles are "{TabName} — LibreWolf" and "Picture-in-Picture" respectively
