Set up rust toolchain for development

Wanted to start poking around with this project and thought it would be helpful to be in a consistent development environment. The rust-toolchain.toml seems like a nice way to achieve this, and I use Nix personally for developing most of my projects so I included a simple Nix flake that uses the rust-toolchain.toml.
