Auto-fit track height preference not honored during recording
Describe the bug If you have chosen to set "Auto-fit track height" to be "on" on Tracks preferences, this setting will not be honored during recording

To Reproduce Steps to reproduce the behavior:
- Reduce window size height such that the gray area is smaller then the default waveform height
- In Prefs>Tracks set "Automatically fit tracks vertically zoomed" to be "on"
- Press Record
- Observe: The waveform shows at full size while recording
- Press Stop
- Observe: Now the zoom to fit is effected
Expected behavior "Auto-fit track height" preference should be honored during recording.

- Version: all Audacity - originally reported against 2.1.2
Additional context a) "Automatically fit tracks vertically zoomed" is not honored during the actual recording but only after the recording has been stopped. b) However it is possible while recording to use View>Fit Vertically and Audacity then performs the vertical fit while the recording is taking place. c) In contrast when using File>Import the vertical fit is honored immediately while the file is importing. d) If the vertical height of the window is small enough then even after Stopping the recording the zoom to fit vertically does not work properly.
