libgum with cabal-3.0

Need to check whether cabal-3.0+ installs libgum correctly.

It generates them to the default store, with a hash for each time it's run. But I still haven't worked out how to tell it to install to a specific location. Also due to the lack of a v2-copy, it has to be done as part of the new-install command.
