[SMN] Painflare should turn to energy drain when energy siphon not available

At level 40 summoner gets painflare, but they do not get energy siphon until level 52. Between these levels it should turn into energy drain (the single target energy siphon) so it's still useful. Otherwise it saves exactly 0 buttons as you need to still keep energy drain bound for level 40-51 fights.
