Ensure that universal.sh restarts services after an upgrade

#1196 identified that we don't have a particular problem with SElinux, but that services aren't restarted by universal.sh causing things to get into an unexpected state.

Describe the solution you'd like

Detect when we're doing an upgrade, and either restart services, or notify that services need to be restarted.

Describe alternatives you've considered

We could have a separate upgrade script.
