UI redesign blocked at sign screen

- What I did Created a new UI design for the blocked atSign screen and a unblock dialog which closes https://github.com/atsign-foundation/atmosphere_pro/issues/221

- How I did it I created a new screen for the blocked atSign screen inside the blocked_atSign_screen folder

- How to verify it Click on the floating action button on welcome screen to launch the new blocked atSign screen

- Description for the changelog Added Blocked atSign Screen and Unblock Dialog

@Jainakin The UI looks good. Are you able to implement this on the Blocked atSigns screen that is accessed via the menu? I also noticed that it is showing hard coded data. Could you link it to the existing block and unblock functionality?
