Onboarding Widget - Not handling "server unreachable" case correctly

Describe the bug If a secondary server is unreachable/unusable and it has previously been paired with a specific device, when you try to pair it again the screen will display the spinning icon for a while and then the person will receive a verification code in their email.

It seems this is because the pair attempt times out and the system defaults to sending a QR code after receiving a 503 response from the secondary.

Expected behavior The widget should return a message letting the person know that they were unable to pair because the server is not reachable.

Additional context This issue was discovered when the secondary servers went down on August 17th.
