Migration script to remove the non owned keys from the atsign.

Is your feature request related to a problem? Please describe. At the moment, In few of the atsign's the keys owned by another atsign's are stored. Ideally keys that are not owned by another atsign should not be stored.

For Example: @ bob cannot store the keys that are owned to @ alice.

Describe the solution you'd like Develop a migration script that deletes the keys that are not owned by the current atsign. Fix the problem that is causing the issue.
