downloaded files are is encrypted form

On accepting stream request in atmosphere basic , the downloaded file was in encrypted from. I was sending file from @ blindtahugejrot to @ adorabledinosaur , these are production atsigns.

To Reproduce

1. select files, atsign and send request
2. after accepting on receiving end file should be available on your device's storage
3. sometimes files remains in encrypted form and sometimes it's decrypted.

Expected behavior files should be decrypted everytime
