Add Street Fighter 2: Turbo New Legacy v0.9

Arcade Offset supports a few older versions (v.8) of the New Legacy version of SSF2X by Born2SPD

@sean-omny this repo is in the project of being transferred/migrated into jotego's main repo. However I'll try to get this one knocked out in the next couple days and submit it to https://github.com/Toryalai1/Arcade_Offset. If it doesn't get added to update_all, you may need to copy it to your MiSTer manually.

I've created a PR to merge 0.9 into the repo above and do some cleanup by removing the old versions.
