Automatically build and publish binaries on tag

When a tag is made binaries should be automatically published as part of the release. Binaries for the following targets should be built:

• x86
• x86_64
• armv4
• armv6 (for raspbian)
• armv7h
• aarch64
• RISC-V
• mips(el)
