Good question. I think we definitely need a constitution so it's a good starting point. I think some things are actually taken from that if I am not mistaken, but anyway we need a constitution so perhaps eventually fork it under https://github.com/atomone-hub/constitution and iterate over it?

Plus, I think some more clarity on the PHOTON design is needed. For that a previous version of the doc could be used as starting point. I was discussing with a Aidan from Stride about that here: https://github.com/atomone-hub/genesis/issues/13#issuecomment-1830831244

Yeah let's move everything from tendermint/atom-one that is relevant, to this repo. Also I think the Decentralists DAO governance suggestions, should be incorporated too either in the constitution or a separate file for governance changes.
