@tomic/cli should give clear error when trying to generate types from a non ontology resource

When you add a resource to the ontologies list that is not an ontology the cli crashes because it cant read properties or classes (this will likely also happen when it is an ontology but doesn't have classes or properties)

It should check to see if something is an ontology before trying to process it and display a clear error.
