Modify Cmd+, keybinding to cycle through settings panels

Ideally, "cmd+," should open the settings panel if it isn't open, otherwise, cycle through settings panels.

Cmd+ is normally used for a zoom operation in many applications and on Windows is used for the OS level zoom function (Win+)

In general we want to assign default hotkeys for just the most frequently used functions given the scarcity of available hotkeys as more and more functions and OS functions take them.
