Please announce and document that package management is disabled

In the article for "Sunsetting Atom", there was no announcement that APM can no longer publish packages, and that the package repository sometimes returns 500 errors. Please amend the announcement to include this change, and document this in the package documentation. This will assist package maintainers with more clearly providing alternate installation instructions and avoiding user confusion. Thank you.
